Don’t Confuse Safety Inspection with a Compulsory Annual Maintenance Contract
Is AMC Mandatory for a Horizontal Lifeline?
Recently, I visited an industrial company that required a Horizontal Lifeline System for roof fall protection.
During the discussion, I heard a familiar statement:
“After installation, you will need an AMC every year.”
That made me think.
Is an **Annual Maintenance Contract - AMC - really compulsory for a horizontal or vertical lifeline?
Or are we sometimes confusing an important safety inspection requirement with a commercial contract that keeps the customer financially tied to the original supplier year after year?
My answer is:
A compulsory AMC is not automatically required just because you have installed a lifeline.
But there is an equally important second part:
Periodic inspection and proper maintenance are absolutely required.
These two things should never be confused.
That distinction can save companies money without compromising worker safety.
AMC and Annual Safety Inspection Are Not the Same Thing
This is where procurement teams, EHS professionals and customers need to be very careful.
An AMC is normally a commercial agreement between the customer and supplier.
It may include:
- Scheduled visits
- Inspection
- Preventive maintenance
- Labour
- Adjustments
- Replacement of selected parts
- Documentation
- Emergency call-outs
- Other services defined in the contract
An inspection, however, is a safety activity.
A competent person examines the system and determines whether it remains fit for continued use.
These are two completely different concepts.
You may need an inspection.
You may need maintenance.
You may need replacement parts.
But that does not automatically mean you must purchase a compulsory annual AMC from the same company that installed the system.
This distinction is extremely important.
What Does a Lifeline Actually Need After Installation?
A professional horizontal or vertical lifeline is safety-critical equipment.
It should never be installed and forgotten.
Depending upon the system, manufacturer's instructions, applicable standards, environment and usage, inspection should consider components such as:

- Nuts and bolts

However, this still does not mean the customer has to enter into an expensive long-term AMC.
My Concern with the Traditional AMC Model
I personally do not like business models where the initial quotation appears inexpensive but the customer discovers later that the real cost continues every year.
Imagine evaluating two quotations.
Supplier A
Lower installation price.
But after installation:
AMC compulsory every year.
Supplier B
A realistic one-time system price.
Clear inspection procedure.
Clear replacement-part prices.
No compulsory AMC.
At the time of purchase, Supplier A may look cheaper.
But the customer should ask:
What will this system cost me over 5 years? 10 years? 15 years?
That is the number procurement teams should compare.
Not merely the first invoice.
Calculate the Total Cost of Ownership
Before purchasing a horizontal lifeline or vertical lifeline, ask the vendor to provide:
Initial Equipment Cost
Posts, cable, brackets, traveller, tensioner, absorbers and all other components.
Installation Cost
Installation, fixing, commissioning and testing.
Inspection Cost
What will a competent inspection cost if purchased individually?
AMC Cost
If an AMC is proposed, what exactly is included?
Spare-Part Cost
What does each replaceable component cost?
Replacement Conditions
Which components are replaced only when damaged, and which have prescribed service or replacement intervals?
5-Year Cost
What is the total expected expenditure?
10-Year Cost
What is the total expected expenditure?
This gives the customer the real picture.
The Cheapest Initial Quotation May Not Be the Cheapest Lifeline
This is especially important in tenders.
Suppose one vendor intentionally keeps the original installation price very low.
That vendor wins the order.
The system is installed.
Then the customer is told:
Year 1 - AMC
Year 2 - AMC
Year 3 - AMC
Year 4 - AMC
Year 5 - AMC
And possibly:
“Without our AMC, we cannot continue the system certification.”
Now the customer effectively has very little negotiating power.
This is what concerns me.
The customer should know the full commercial model before placing the original order.
Ask One Question Before Signing the Purchase Order
Ask the supplier:
“Is your AMC technically mandatory, legally mandatory, required by the applicable standard, required by your manufacturer's instructions - or is it simply your commercial policy?”
That one question can completely change the discussion.
If they say it is mandatory, ask them to show the customer:
- The applicable standard
- Exact clause
- Manufacturer's user manual
- Inspection requirement
- Maintenance requirement
- Certification condition
- Warranty condition
- Scope of the AMC
Don't simply accept:
“Sir, AMC is compulsory.”
Ask:
“Compulsory according to what?”
That is responsible procurement.
Annual Inspection Can Be Required Without an AMC
This is the key message of this article.
A system may require, for example:
- User Inspection Before Use
The worker or responsible person checks visible condition before using the system.
- Periodic Competent-Person Inspection
A suitably competent person performs a detailed examination at the interval required by the manufacturer, applicable standard or site procedure.
- Inspection After a Fall
If the system arrests a fall, it must be removed from normal service and evaluated according to the manufacturer's requirements.

None of this automatically means the customer needs a recurring AMC contract.

Must the original installer always inspect it?

- Applicable standard
- Local regulations
- Warranty conditions
- Technical complexity of the system
Many systems require inspection by a competent person.
Competence matters more than the colour of the company uniform.
The inspector should understand:
- Fall-protection engineering
- The particular lifeline system
- Inspection criteria
- Cable condition
- Fasteners
- Tension
- Anchorage
- Deformation

- Energy-management components
- System documentation
However, where a manufacturer specifically requires an authorised person for a particular inspection or repair, that requirement should be respected.
Don't Replace Safety with Cost Cutting
I want to make my position very clear.

What Should a Proper Horizontal Lifeline Inspection Include?
For a stainless-steel cable horizontal lifeline installed on roof posts, the competent-person inspection may include, as applicable to the particular system:

- Damage
- Flattening
- Corrosion
- Incorrect tension

Roof Posts
Check:
- Permanent deformation
- Corrosion
- Loose fixings

But again:

Corrective Maintenance Should Be Based on Condition

Record the inspection and continue using the system according to the manufacturer's requirements.
Why should a customer be forced to purchase unnecessary parts or services?
Preventive Maintenance Is Good. Forced Commercial Lock-In Is Not.
There is nothing wrong with preventive maintenance.
There is also nothing inherently wrong with an AMC.
For some customers, an AMC may actually be convenient.
A company with:
- Hundreds of lifeline installations
- Many factories
- Limited internal EHS resources
- Difficult remote locations
- Aggressive or corrosive environments
may prefer a professional AMC.
That is perfectly reasonable.
My objection is only when:
An optional service is represented as a compulsory safety requirement without proper technical justification.
That distinction matters.
When an AMC Can Actually Make Sense
Although I generally prefer transparent, pay-for-what-you-need maintenance, an AMC can be useful when it genuinely provides value.
For example:
- Multiple scheduled inspections
- Guaranteed response time
- Emergency service
- Replacement parts included
- Periodic system retensioning
- Detailed digital records
- Multiple sites
- Technician travel included
- Training included
- Rescue drills
- Independent compliance documentation
If those services have value to the customer, then compare the AMC price with purchasing the services individually.
Then make a commercial decision.
Buy an AMC because it provides value - not because somebody frightened you into thinking you have no alternative.

Not only:
Lowest Initial Price.
A Lifeline Should Protect the Worker - not Become a Subscription
Fall protection is already a serious responsibility.
Customers should not be forced into a lifetime commercial relationship unless there is a genuine technical reason.
Horizontal and vertical lifelines absolutely require responsible inspection and maintenance.
But those safety requirements should be transparent.
The customer should know:
What needs to be checked.
How often.
Who is competent to check it.
Which parts actually require replacement.
What the inspection costs.
What the manufacturer's instructions require.
When all this information is available, customers can make intelligent decisions.
Before You Buy a Lifeline, Ask These 10 Questions:
- Is AMC compulsory or optional?
- Which standard or manual makes it compulsory, if claimed?
- How often must the system be inspected?
- Who is authorised or competent to inspect it?
- Can inspection be purchased separately without an AMC?
- What does each annual inspection cost?

Get the answers in writing before issuing the purchase order.

Do not compromise safety to save money.

Understand the applicable standards.
Compare the total lifetime cost.
Separate inspection from maintenance.
Separate maintenance from AMC.
And separate genuine engineering requirements from commercial policy.
That is intelligent fall-protection procurement.
You Have Another Choice: One Professional Inspection or Train Your Own Staff
This is another area where industries can potentially save thousands of rupees every year without compromising safety.
A company does not necessarily need to sign a costly annual AMC just because a horizontal or vertical lifeline has been installed.
There can be two practical approaches.
Option 1: Call a Competent Professional for the Periodic Inspection
If your organisation does not have an appropriately trained person, engage a competent fall-protection professional to carry out the required periodic inspection.
For many systems, a detailed competent-person inspection is commonly required periodically, often at intervals not exceeding one year, depending on:
- Manufacturer's instructions
- Applicable standards
- Working environment
- Frequency of use
- Site conditions
- Local regulations
The professional can inspect the system, document its condition and recommend corrective maintenance only where genuinely required.
